Yeah for sure wd40 will work ..any penetrating fluid will do the job and thank i appreciate

Will letting the vehicle sit and idle for an hour or more in hot weather cause this hard shifter issue to happen?

I don t think, I have the same problem but only rare let say may be 1/week, if it was from hot weather then whenever you stop your car you should face the same probelem due to engine heat.

The rust can be farther in the cable ask someone to play with the shifter during your spray ...you will see the cable more expose
