The Universal Union now no longer has any power on earth.
Half life 3 probably would make another cascade from the borealis for the Universal Union to invade, but then again, the UU probably would destroy the world and leave no survivors because of what happened with Breen failing the upkeep of the human Affairs leaving Earth another conquered universe of the universal Union. UNLESS borealis was able to be controlled and the UU never touches the earth again, setting up another stage of humanity becoming its own being with the power of the borealis, THEN half life 4 where the borealis becomes out of control and ANOTHER cascade. Leaving the thought of humanity not being superior in many humans, then HLA comes along and gives us a plot twist resulting in Alyx being the priority because G-man captured her. Then maybe we can get a insight on G-man. just a theory
