Are these matte like chalk paint? Is it essentially chalk paint in a pen format?

Hello Madam, chalk marker of which colour is best for green board

I would make sure it’s nonporous before using chalk markers on the green board. I would think white would be best.

I hate how when you try to go over a section you just did it smudges and erases it

Try priming your chalk marker before going over something… it will glide over it if the marker tip is juicy. You can also use a paint brush. 😉
