Slight correction: It is not that your MSc from India is not counted in Universities in the west when you apply for a PhD. Over there when a student applies for a PhD the number of academic years until your masters spent has to be 18 (which is Bachelors of 4 yrs and Masters of 2 years). Here in India an MSc in Maths student would have spent 17 yrs and that's why the student has to study for one more year. So for this it's not necessary that the student spends 1 year MS abroad before applying for PhD. This would be an expensive option. Rather the student has an option to study 1 yr full time say in any course related to Advanced Maths and Stats here in India (for example - Advance Diploma in Stats or even 1 yr of full time course in Data Science) and then apply for PhD abroad. This would help save a lot of money

Yes that is indeed true. There are not many IITs which provide Msc in statistics. But scope wise both are extremely good, it all boils down to his interest and what he wants to pursue after it's completion.
