The fact that Mr Ditkowitch said that "He must be in some kind of trouble" really touched my heart. It shows how he cares about Peter and he understands that Peter might be having a hard time financialy.
One of the reasons I actually like Mr Ditkovitch is because even though Peter doesn’t pay his rent, he never evicts him from the building for it and he even says ‘He is good boy’ meaning that he does care for him a bit.
@Big Head It wasn't seen but, maybe Peter already paid for his rent for his apartment room sometime during the second film where maybe Peter got a reward as Spiderman for saving some lives and was given money for that and Peter gave that money to Mr. Ditkovitch. Then starting at 1:39 must have been a different month for the third film when Peter owed Mr. Ditkovitch rent which is why he called Peter a good boy appreciating that Peter did everything he could to get money ready for paying rent. Plus, he's probably never heard Peter raising his voice and cursing so maybe he felt that Peter wasn't in a good mood at that time and wasn't able to be bothered (when of course it was the symbiote that was controlling Peter).

The only time I thought he was a prick was the first scene where he just took Peters money.
Also another small thing to point out that makes him such a good character is that he's actually pretty patient with Peter. While he reminds him about the rent all the time, the only time he actually gets on Peter more is when Peter straight up says "no" (or in this case "Not now"). But otherwise, he seems to like Peter and enjoys his company, which is probably why he doesn't just kick him out.
I love how even though Pete has spidey senses, he doesn't react when Mr. Ditkovich takes the 20 out of his hand because he's so befuddled by the whole interaction 😂

He’s just simply being practical in making sure his tenants make effort to keep up on their payments, granted in a very New Yorker style. New York’s a tough city, but it does have its vibe of tough love. The fact that he doesn’t kick Peter out already says enough. He does care for the kid.
