The diamonds of the first sort, the diamond dust that is often used in machine shops, while vital, often sells for as little as 5 cents a carat, in its raw form. It is when such dust is placed on a surface, a file, say, that the diamonds in the cited diamond dust become commercially useful as in terms of sellable items. Without these nearly worthless raw dust diamond about half of the machine shops in the World would have to close their doors.

Do they also hoard these to increase their price?

The difference between lab grown and natural gemstones is mostly rooted in the desire to maximize profits.
Personally, I would rather have an almost flawless lab grown gemstone.

Only about 10% of all diamonds mined are of gem or jewelry grade.. all else is regulated to industry

Huh!? All natural diamonds have flaws, man made ones have no flaws...
