The wording of rule 19.1b (pre Jan 2019) is subtly different from the rule (I think) now applies to such a situation;-i.e.11.1b, exception 2. 19.1b talks about MOVING outside agencies, whereas the new rules suggest the ball only has to hit an outside influence (no mention of moving or stationary). I ask this as, at this time of year, there are sometimes too many leaves etc on certain greens for it to be practical to clear them all!! Cheers. Dave V

In a recent local tournament, my thinned chip came to rest inside the footwell of another players buggy. Not sure of the ruling I played it as it lay, and got up and down!
The Cart is defined as a Moveable Obstruction. Since the Ball ISN'T Touching the Ground, you drop the Ball as directly over the Spot the Ball is suspended above as possible, after moving the Cart. The same holds true for any Movable Obstruction that prevents the Ball from actually touching the Ground, a towel, a cup, a rake, etc. Not taking Relief was and is permissible.
Although what Mickelson did in the 2018 U.S. Open was bad, he didn't hit the putt too hard. The greens were so fast that the ball was accellerating as it approached and went past the hole. It would have ended up rolling down the hill in front of the green and been more than 50 yards short of the green. It was an unfair situation. Mickelson may have saved strokes by doing what he did. However that doesn't make it right.
Surely the leaf on the green rule is stupid. By canceling the shot (a put) and retaking it,you have had the advantage of seeing what the line is ,or if taken were the ball lands after the leaf hit,you are closer to the hole.
If a blown leaf (a natural object) is classed as 'an outside agency' then what about the rain/wind/hail/sleet etc. By the terms of this STUPID rule, if a gust of wind blows your ball off line, you'd have to play it again. An 'outside agency' should be defined more sensibly: human, dog, bird etc etc.
For number 3 with tiger. Couldn't he just drop as with the rules of water hazard and go back as far as he wants in line with the flag? Don't know where the ball entered the water, if it was in straight line with his shot?
Tiger was using the "Replay the Shot" option. "Back on the Line" is from the Hole to the Point where the Ball crossed the Margin of the Penalty Area, so his Line would have been at a much Different Angle.
Random rules question: under what tule were Tiger Woods & Brooke Koepka allowed to have 1+ ton boulders moved by the crowd after said boulders were deemed to be “loose impediments”? Surely a loose impediment has to be something that can be easily moved by the golfer alone? I am new to golf so please forgive the question
By definition, a Loose Impediment is "[a]ny unattached natural object such as", among other things, "[s]tones". Gravity does not, by itself, make an object "attached".
I Don't believe Koepka ever did this. The Definition of a Rock as a "Loose Impediment" has since been refined to say it cannot be Embedded in any manner and be considered a "Loose Impediment".

I recently played a round that I hit my drive into water that had overflown from the original lake due to the winter rains and snow. I could tell that the spot where my ball was was originally rough because there was rough length grass where the ball was and not the sand/mud floor of the lake. The water level was beyond its normal level where it is beyond the reeds and I was on the side of the reeds that is dry. The hazard was unmarked and no stakes were there so I played it as casual water and ended up making a par. I hope that was correct as I shot a +9 when it was all said and done
For professional golf this is ok but when we play on our local course 5 rules If u decide lie is unplayable or 2 attempts tried and failed a waist height underhand toss is allowed max 20 feet No playing off other players clubs using other balls is allowed if u call the bank shot Disturbing other players with sound causes you to start in the woods on the next hole with ball covered in moss 12 balls alllowed cause we are gonna loose a lot Purposely damaging course is forfeit We do it to keep the game fun for us 🙂

Item 3. Tiger should have been DQ. At no time did the committee "OK" him to sign his card. He took a drop in the wrong place. All the facts were available to him. He signed for a wrong score and wrong card. Any other golfer would be DQ for submitting a wrong score. Pure B.S. by the Master Committee.

Now what about the putts that hang on the edge of a hole “to long” players have had to count a stroke even though they never touched the ball. And technically the ball was in motion when they tap it in so that’s a penalty.
Obviously many bunkers are still 'hazards' in a general sense, but in terms of the rule book they haven't been referred to or defined as hazards since Dec 31st 2018
Bunkers have become their own Identity, separate now from Red and Yellow Penalty Areas, so Bunkers can have their own distinct Rules, from the Rules concerning Penalty Areas. You can deal with Loose Impediments equally, but you still CAN'T Ground Your Club in a Bunker, even though this is now permitted in a Penalty Area.

100 percent correct. The rule they are referring to is explicit in this regard: If the ball is still moving from the previous stroke, rule 15-2 refers the reader to the Rule regarding deflecting a ball in motion. That rule (Rule 1) calls for DQ if it is an intentional deflection of your ball moving from a previous stroke. As Steve Whiting mentions, the committee cited the wrong rule to allow Phil to continue to play.
Poorly commented Phil's serious rules breach. Applying Rule 1 possibility at least should be considered and commented. By the way Phil's disclaim about knowing and using the rules in his favour is almost an insult to golf intelligence. If instead of hitting the ball in movement he would just repeat the strike he woul have saved 2 strokes penalty which he didn't deserve obviously. Stroke and distance instead of 2 stroke penalty plus the moving stroke itself. Phil, not good, at all.

Yes he could, but he didn't go for that option, I believe because the ground was a little soft where he would have had to drop back on line
