Inceneroar and Flutter Mane may be a lot stronger than weezing, but they are working as they should, so if they were to get a nerf it would only be in gen 10. Weezing’s ability was not working as intended, so they patched it. It honestly can be stronger now than it was, you just need the right partners that don’t really need their abilities(like specs flutter mane, for example).

It's not an exception. Neutralizing Gas kills Shedinja. Which, considering it dies to status, weather and entry hazards, isn't really that big of a deal.

It makes sense, how can a modern Pokemon have the ability to affect Pokemons that don't exist in its timeline? They aren't biologically adapted to have such ability against predators they don't see in their own time

Honestly I can see delaying the ability boost using Neutralizing Gas as a positive- especially if Weezing has access to a move like Explosion or Memento that removes it when you want it to be removed. We saw that changing a Paradox Pokémon’s stats via moves like Calm Mind or Icy Wind debuffs also affects which stat gets the boost; mainly thru a normally speedy Flutter Mane using Calm Mind to have Sp. Attack briefly be higher and thus get the attacking boost. It’s even easier now to set that scenario up when you can manually decide when to activate the boost via sending in or taking out Weezing

Mold breaker only means your Pokémon’s attack will ignore abilities. Neutralizing gas will activate when the Pokémon enters the field, so your Pokémon would lose mold breaker. You also can’t ignore other abilities unless your attack triggers their effects, so you still get intimidated as well as get hit by sheer force boosts, as an example.

The galarian PTCG version with the same ability was really good during different metas of sword and shield. I like that the goofy design fits the ability and is so effective.
I would love to see the spaghetti code that caused this bug. From a programming perspective, it feels like the Paradox abilities had to be intended exceptions. It would be more work to put in that exception than to not. Also considering the Paradox Pokemon were new, cool, and kind of legendary-ish Pokemon; Pokemon Company wanted them to be used. They wouldn't want Weezing stopping one of the cool parts of those Pokemon. Definitely was a nerf and not a bug.
TBF, they made the Paradox abilities exceptions to a LOT of things, we even have oversights like Iron Valiant able to learn Skill Swap when Skill Swap Always fails if Quark Drive is involved
Look at the difference between here and the Disguise/Intimidate nerfs of Gen 8. Those weren't done mid-gen. This has all the hallmarks of a bug fix. Actual nerfs are for a new gen.

To be fair, this means that your opponent will no longer get ability statboosts. So better options for Weezing are Slow Start or maybe something like Contrary if you wanna have a switch-gain option
So, I actually had a team with Weezing and Assault Vested Golurk with Klutz. I got to keep this amazingly tanky attacker with Drain Punch but as soon as Weezing left the field, I was able to Trick the Assault Vest onto one of their support mons. And if it was something like a Murkrow or Klefki that can sometimes not have any attacks, they were completely useless the rest of the match

So, I actually had a team with Weezing and Assault Vested Golurk with Klutz. I got to keep this amazingly tanky attacker with Drain Punch but as soon as Weezing left the field, I was able to Trick the Assault Vest onto one of their support mons. And if it was something like a Murkrow or Klefki that can sometimes not have any attacks, they were completely useless the rest of the match
