Not really sure Apple is doing too much wrong, Q1/22 reaped $7.2b in iPad revenue which kept them on top by a big margin. Seems like Apple knows what they are doing and I very much doubt they would ever ditch the iPad Pro as Apple is at its heart a premium brand aimed at those with disposable incomes, so a high-cost pro model fits in well. Also, if the Air became the de facto apex iPad it would still cost the same as the current Pro-line, as it would have these features of the Pro, so what you are suggesting seems like a rebrand for the sake of a rebrand?
I would tell people that if they want a desktop experience then buy a Mac or laptop. If they want a tablet, then the iPad remains the best (though Samsung has closed that gap significantly), and then decide what you can afford. For those with heavy wallets then the Pro will give all the bells and whistles. In the interim we are seeing Apple move their iPad line to M-chips as they did with their Macs. Anyone expecting no roadbumps are just unrealistic. Apple have a roadmap and that includes a full transition to Apple Silicon, M-chips on their tablets and such-like, and A-chips on their phones. A transition like this will cause a few headaches so bear with it and stop whining as what Apple is doing is a revolution in tech and that takes time and patience.
