While that CAN be true for cats that are prone to noise-related over-stimulation, most cats tolerate bells just fine. Of mine, only Aspen finds having a bell anxiety-inducing, which is why he doesn't have one. He's also the biggest, so I worry less about being unable to find him if he should slip outside.
