I think the American system contributes to this type of "voter deceipt", whereas in systems which apportion a %age of seats based on the %age of votes received, there is far less need to convince "extra" voters for you to get a seat. Systems with bi-partisan politics (US, UK) will encounter far looser political morals in the voting process.

She's, in an indirect way, explaining why she will not heed his advice, including that of others, to go into a politics. She is uncomfortable with lying to people. She may be smart enough to hold office, but she doesn't have the stomach for it.
