Well, not quite "complete control over time and space"... I mean, she cannot rewind time or time travel (but that's mostly because, as ZUN said, doing so is actually impossible in Touhou) and her spatial manipulation is limited to distorting space (like making the inside of a container bigger than the outside)... Still, she stomps Dio so hard it's not even funny.

Now whether it applies to The World and stands in general is a bit tricky and would really depend on the verse they're fighting in IMO.

And Sakuya's limits are WAY beyond Dio's.
@SimNao-ft6iq As a fan of Touhou and JJBA, I'll tell you why Dio never stood a chance.
In Touhou, the game play is an in universe game they play to settle disputes, because most heavy hitters are literal gods or god slayers. The weaker Touhou bosses can perform reality warping feats if they use their full powers. So they play that little game to avoid shattering reality on a weekly basis.
In Sakuya's case in particular, she's basically a time god, and can just delete people from history if she wanted. Dio lasted as long as he did purely because Sakuya didn't take the fight seriously.
Side note, she's also an ex-vampire hunter and works for a vampire 5x as strong and 5x older than Dio.
Now, Sakuya can't move during Dio's TS, and The World is invisible to Sakuya, so if he caught her lacking, he might get the dub.
... If it weren't due to the fact that Sakuya is functionally immortal due to the fact other versions of herself from different timelines could and would jump in to help.
Everybody seems to forget sakuya doesn't have a timestop limit she can stay stopped for as long as she needs
Also able to eradicate anybody in her world if deemed necessary

Stand is nothing more that spiritual entity, characters who can't see or interact with spirits wouldn't be able to see or harm a stand but beings who can see and harm spirits would be able to do the same to Stands.

To answer the question "How did she cut off The World's arm", there's obviously the Touhou explanation of how Sakuya can see and harm spirits, but there's also a JJBA explanation as well:
A Stand is normally intangible to everything except other Stands, but when attacking a physical object (like a normal person), they are temporarily tangible for the duration of the attack (or else they would just phase through the object).
Basically; if a Stand can touch a normal person, then the inverse must also be true.
This means that Sakuya didn't even need her "kill spirits" ability, as long as she knew where The World was, she could cut his arm because it would still be tangible due to having just attempted an attack.
There's probably a bunch of fights that can demonstrate this, but the one I remember the clearest is the Josuke vs Motorcycle Stand (forgot its name) in Part 8: Jojolion, where Josuke blocks the Stand's attacks with his own hands, and actually manages to push the stand (or at least attempts to).

I got kind of pissed when they implied Sakuya's pocket watch controls time, but then I remembered "oh yeah no research"
Sakuya doesn't need the pocket watch to stop time all the time, it's mostly used as a bullet she can freeze time with her mind apparently
fun fact:sakuya time manipulation is so strong that it can affect hourai immortals that is stated to be independent from the concept of reality,space-time,fate,etc also she is immume to time stop herself as she can move normally in a place where the flow of time is frozen and a place that exist outside time,causality and history another thing her weakness where she is unable to 100% reverse time only put them back to the place they used to be is not an ability weakness rather its because of gensokyo. Gensokyo have different physical and time law compared to outside world making time reversal in gensokyo near impossible(keine manage to reverse time at slow rate in gensokyo using one of her spell card) so her time manipulation ability will be stronger if she is outside gensokyo well she manage to exist gensokyo once and end up in lunar capital just to get beaten up by a random girl that is using the power of gods

"Only Stand users can harm other Stands" is never an actual rule, and only said by someone who has never encountered one. Plus, she DOESN'T actually see Stands. She merely calculated The World's range & mass using her barrier as a measurement.
Sakuya Izayoi is known to beat up spirits, ghosts, divine beings, and even gods on daily basis with her knives. They're magical knives made of silver (canon), which indicates she's a former vampire hunter (only fanon btw), yet she's working to serve a vampire. If you think Sakuya is strong, no, she's only above average tier on Touhou power scaling. It's only normal for a being who beats up supernatural beings daily can harm other spiritual being, like Stands.

Everyone is angry about how who won and who lost and I'm just happy that they stretched the last second of the fight to ridiculous lengths through time stopping powers so they still technically met the one minute time limit. Haha.
