Hollywood Sonic film is not canon, they didn't even get the look of Sonic right and had to fix it, yet you are using this as a reference? computer games mostly always have to tone down the characters especially if they have powers, so if Flash ever got a game I doubt he would be as fast as he is in the comics. Same for Sonic, in the comics, Sonic can go around planet Mobius a good few times in just a few seconds. If they made it so Sonic goes as fast as he does in the comics the games would be unplayable.
No wonder Sonic Forces is very limited on the custom character.

Actually, every character is an oc. Hell, no offense, but God's technically an OC too. Same for the Greek gods, or pretty much any character ever. Some historical figures are exaggerated in pop culture and have stories about them that never actually happened, those versions of them could also be considered OC's.
