If you're already familiar with basic sewing techniques, this video makes it quite easy to get a cute tulle skirt done! Generally, when you're doing 1 gathered layer of skirt, you want to have enough fabric to go around your waist 2x. And so forth.

Gathering on a serger only works if you can adjust the tension on your serger. My BabyLock Imagine doesn’t allow me to change the tension.
