Honestly, here in Greece it's the same but a lidded trashcan as well as actually throwing out the trash every few days is enough for it not to smell much.... It really shouldn't smell that bad if it was being thrown out on a regular basis which begs the question of "does she just not throw it out?"
Scented tp can also help. Although I'd hardly call this practice part of a culture, more like a necessity of environment. Especially if you have never lived in a place where its necessary.
