To me dooms stun needs to go back to what it was and power block needs tweeking. You never use it to survive, you use it to charge your punch so you can go in with punch instead of slam. Wish empowered did something cool with slam as well. Then you have a choice of how to use it.

Welcome to the Doom counter world. Doom main since day 1, and literally he is the tank that draws the most counter picks. Usually after first point, its Orisa, Sombra, Anna, Kiri, counter swaps. (I mean Anna is a must pick now, and if you don't pick her you are throwing. Only thing you need to do is ignore the enemy tank and just dive the support dps once you have empowered punch. Then usually you can kill one and still get out.
Playing Doom in Tank is like playing Zen in Support. When you pick them, you're pretty much committing to the idea that you'll be playing a hero you want but you're also making things harder for yourself and possibly your team by choosing them. If you wanted a dps Support, you could play Bap, Illari, or Kiriko and have survivability and the ability to heal your entire team, but I always found something different and oddly satisfying about playing Zen and popping off as him compared to those Supports, especially with all the challenges he has to deal with (low healing, no mobility, and no get-out-of-jail free card cooldowns). I assume it's the same thing for Doom mains.

Think doom needs a shorr fortify window when he lands in ult so you cant instant cc him. Thats why people dont use it agressivly. Its almost as bad as reaper teleport.
He just needs to be able to react instantly. There's a moment when he lands that he can't use his abilities. Get rid of this moment and most of that particular problem will be solved.

honestly once you learn to time your cooldowns your value on doom goes up exponentially
Zen is actually super strong, people are just dumb and think your job as support is to babysit their mistakes
