I have the exact same issue with my 96 2.5L, and so I've been driving with the fuse inserted for over a decade. It's a faulty transmission, I'm told. Whenever I need the rear wheel drive, as for instance when once stuck in 3 inches of solid ice after an ice storm, I removed the fuse to get traction. It's annoying but not fatal. You could drop $4k on a transmission if you want that binding issue. to go away. Good luck. $18 is an amazing deal.
