Damn that tach is all over the place. Are you running some kind of hopped up ignition? I had MSD 6AL and Brey Kraus helicoil wiring on my 81SC and it didn't oscillate that much for me.

Generally that's an indication of either a loose or bad cable that goes to the tachometer
