We often dont believe that because we think God isnt doing what we want him to at the time we declare it. The truth is that we are not God. We are limited humans with a small perspective on life. God see's the big picture and is "Always Good" The father likely felt this and assumed that if God didnt heal his son earlier, maybe he cant do it. This of course, is not true. When my mother passed, I felt God's presence gentle her from my life. That moment brought me back to relationship with my Lord and Savior, but I still battle the loneliness of not having my own family. Some days I feel invisible. But not today.
