The performance was crap because the car was a bathtub. That's much more in a race car than engine power. You can see in mid/backfield racing cars, the amount of understeer/oversteer, it's crazy. Things like poor balance and lack of aerodynamics in a car setup makes a huge diference in terms of performance. That's why we see such difference in lap times.

this particular one was a hunk of junk. understeer out of fast corners and oversteer out of slow ones.

Prost had a huge lack of money to develop this car to be better. It still scored 4 points during the season.
