I think Jackie Jr's problem is that without his father he's a nothing burger, in someway he's like little Carmine, talks and acts like he's got what it takes but the moment daddy is gone they both struggle and fail to play the game despite having some decent mentors around them and guiding them. All while he walks around like the mayor of munchkin land, acting if everyone should be kissing his shoes like he's a captain. Tony's quote of "Those who want respect, give respect." sums up perfectly why Jackie Jr was never going to make it, he respected maybe three people, and aside from his Father, none of them were close to Tony's hierarchy as Ralph and Richie were disrespecting the people around them. Jackie Jr felt entitled to the world.
Carmine Jr is a smart guy who is capable of being a leader of others when he has the right people advising him. His problem is that he tends to speak in confusing riddes or indiscreetly without thinking which causes him confusion with subordinates and makes existing problems worse. Jackie Jr is an airhead who surrounded himself with other airheads who thought they could short-cut their way into the life by relying on his dad's name and former position in that life.
One could argue Little Carmine was the smartest of all. Yeah he tried to step into his dad's shoes but once he realized how in over his head he was he stepped back and let it go. He was wealthy, he had a good business and a beautiful home. Why quarrel with phil and Tony over criminal enterprises when he has a legitimate well run business to enjoy.
