You can learn it, it's agility, each person can learn those things but the speed you learn it depends on your inner vocal tendency and practice, for example you can hear Jessie J doing a lot of acrobatics with her agile voice but maybe is more weak in other aspects. That's trill as above it's already said, also she uses twang to give brightness, I think that Foxes has a lot of control of her voice overall

it's a called a trill. She basically went up a half step in the middle of breathe and and went down a half step
