there were some people attempting to run. if you watch some interviews you will hear a few people say that they were told by others and by police to not run but to take cover and duck. its not very complicated to figure out that people were stricken by fear and didnt know how to react. most people react to imminent death threats by freezing up in the moment. this was no different
