If we disconnect down-sprouts, then the water that was being drained by down-sprouts, where does that go?

In Toronto it is mandatory now disconnect the downspouts from sanitary drain and redirect them to the surface (sidewalk, yard, driveway etc.)

why would you terminate the cleanout that's t'd after the backwater, inside the home? that should terminate outside the foundation wall so as not to provide any path inside of the basement - the whole purpose of the backwater
