Atleast Lusamine had a more complex goal by experimenting with a pokemon's wellcare but took it too far by fusing herself with an Ultra Beast, rejecting her children and freezing pokemon just to keep them from dying.
Fun fact team rocket is the only villain team in the franchise who's been active outside of the region and generation they were introduced in. Every other team was one and done after their generation the rockets are the only one to comeback in a different generation

I love how Black and White saves the Ghetsis fight for the very end. Instead of going into battle with you mid story he has N do it for him and then build a team that's practically designed for the purpose of taking down N's Team. He was a master schemer, plotting behind the scenes and having N do most of his dirty work. Easily the best and most competent evil team leader in my opinion.
The Second Eternatus Battle with Zacian and Zamazenta is like Animal Kaiser. Zacian and Zamazenta being Zangetsu and Eternatus being the True Final Boss “The End”
Hot Take: Pokémon Antagonists are terribly written with theee exceptions. To show what I mean i Will briefly describe their goals and ambitions to do so as well as their story involvement. Giovanni: There is no real goal, he just wants Money and uses his position to do so. Maxie/Archie: Extremists with good intentions. One wants to help humanity, one the Pokémon. I could have put them as acceptable but their actions hurt the side they wanna help in different moments too and thus aren't reasonable. Cyrus: I'd like to believe that he has Asperger's Autism. His interest and knowledge about creating a new World, his disinterest in his team, the loneliness in his childhood because he didn't wanna leave his house... As an Asperger, this reeks like it. Also he tortured the legendaries to get what he wants. N: Finally someone we got a Backstory for with reasonable goals you can actually discuss his ideals with. He gives solid points but also looks on the other possibility of living together after talking to your team because he has that ability. In B2W2 he actually wants to understand trainers even though he still is indecisive about if it's right or not. He is also the only antagonist that caught the glaze of a legendary, not tortured into submission. One of the good written ones. Ghetsis: Manipulator that wanna rule the world and Ns adoptive father that descended into madness. Also tortured Legendary. Achromats: SOMEONE WITH REASON! Yes he partially also tortured the Legendary to try to get his goal but from fighting as slowly considered that the normal route might be stronger and even helped us multiple times, even disbanded the team on his own free will and still gave them a place to live. Real Professor Turo and Sada: Lost their grab on reality long ago. Not even cared about their kid. You can even read that in Area Zero because they sacrificed themselves to save their research and nothing mentioned about protecting their son. The system in Area Zero was made in their image except the protective barrier, that was the AI. Not so well written. Even when talking to their past selves, they said they would go to him JUST TO READ A BOOK ARE YOU JOKING?!
You forgot to include that Lillie’s mother lost her husband (disappeared) and she was also affected by their siblings nervous about what she is planning. Also in the original she was afflicted by the Nihilego’s faint neurotoxins that got worse overtime.
