It deppends on the thing you would like to cover with the clay. If you would like to put some metal staff and baked clay together, propably the best is jewelry or second glue.

Do I need to put a thin sheet of translucent on the paint so I can sand it to a shine
Yes, it's always better to do that as you will be sure that the paint will not get off from the sheet :).
