- Global Firepower tracks total air service strength for each national power taken into consideration for the annual GFP ranking. Fixed-wing and rotary-wing (helicopters) aircraft types are factored in from all branches of service (Air Force, Army Aviation, Navy, Marine). Aircraft types considered include fighters (multirole, interceptors), trainers (basic, advanced), transports (fixed-wing and helos), dedicated bombers and ground-attackers, special-missions platforms, etc. Aircraft currently under development or on order heading into the upcoming year are NOT taken into account.
Data presented on this list is through 2020. Estimates are made when official data is not available.

Air force strength can be filtered by following conditions:
1. Training aircraft.
2. Aged or about to decommission.
3. War worthy aircraft.
4. Transportation aircraft.
Again in War worthy, following factors will determine:
1. Single or twin engine.
2. Generation 4th or 5th or above.
3. Top Speed.
4. Weapons system.
5. Weapons carrying max weight.
6. Type stealth / bomber / combat.
7. Flying range by distance.
We can add many more for accurate analysis. Hence numbers cannot decide the strength but the quality and capabilities

Speed of missiles equiped in jets. Mach 1 is speed of sound. 1200 kmh. Hence mach 3 X 1200 kmh.

An airforces strength is more than just numbers of aircraft. Germany found this out during the Battle of Britain
And the Falklands War when the British smashed the Argies with just 18 planes.
As of today, Russia is without planes and without pilots.

The British invented it and it was a secret weapon used not only to win the Battle of Britain against the Nazis it was also inserted and used in Malta to help with the siege against Italian & German planes & boats. To be straight it was a major tool in winning WW2. So not sure what you mean by development it was effectively used by the British.

Note not all "aircraft" are equal. And not all are war ready. Some can take up to a year to be deployment ready if the are disassembled.
Almost all the USes are war ready. They actively are flown by active pilots and reserve pilots.
