They were elite, it was when they started enlisting anyone and everyone into the army and broke tradition, then their army grew in number but weaker in strength this led to the downward spiral of the quality of men in the fighting force. If they'd kept up with the criteria that they always had they would've been successful militarily at least for fighting infantry.
Quality soldiers is important.
Either you severely outnumber or heavily outclass your enemy.
For India outnumbering is easy. But other nations have quality men.
