4:20 That's actually incredible attention to detail. The confused duckies actually circle AROUND the Tropius, rather than on TOP of it. This suggests that the Tropius (and all other Pokemon) have a Z-axis on their sprites. These are actually 3d models.
Actually no, it's just that in the "front" half of the animation the duckies are rendered in the front layer, and in the "back" half of the animation the duckies are rendered in the back layer, this doesn't require any individual treatment of sprites, just regular layering.
25:29 Having the stats go up at a level down would actually have an interesting side-effect of limiting how much grinding you can do. A level 15 would only be able to gain stats 14 times, so it would only be able to be as strong as a level 29. That would likely make the early game quite difficult, although not as much as this actual challenge. The weird part would be once you catch something past level 50, since it could gain stats that would surpass a level 100 of that species. But that would only be in the really late game.
They would also get stronger at an ever increasing pace, as the amount of exp needed for each increase would consistently go down. Would make for a very easy game.
