IROAN is the same as refurbished. If components cannot be repaired, they're replaced with new parts. They're to meet 10/20 level of maintenance standards according to the Technical Manuals for the variant which is production line quality. Rebuilt is less intensive. I have a slant back M1114.

It seems that you know your way around the Humvee's ...I have a 1999 A1097A2 that is really sluggish. All the fluids were changed along with a new timing chain, DRC valve, TCM, ect. Any thoughts
You're able to get them street legal. I'm currently working with Dirt Legal but originally did it myself with my first Humvee. Just make sure to get one with an SF97 and make sure it was a Marine Corps Humvee (they shouldn't have "for off road use only" stamped on the SF97 like some Army Humvees). As far as where I live... I don't really want to put that info out online, but I like to offroad at Moonlight Offroad, maybe Ill catch you there sometime.
