My problem is wind in Montana. The mulch gets blown all over. I tried the ground up rubber. It does better. So I use rock a lot for bed cover. The problem with rock is that it traps leaves, dust, seeds and debris on top of the weed fabric. So eventually you have soil and unwanted plants growing. Ugh.
