*Simple 2000 Series Vol. 91: The All Star Kakutou Matsuri [ＳＩＭＰＬＥ２０００シリーズ　Ｖｏｌ．９１　ＴＨＥ　ＡＬＬ★ＳＴＡＲ格闘祭] is a comedic 2.5D fighting game developed by Digital Zero and published by D3 Publisher for the PlayStation 2 in Japan on December 15, 2005. It was later localized for European countries and Australia as "All-Star Fighters" and released by Essential on March 23, 2007 and July 10, 2007 respectively.
This game is a crossover of the various games made by D3 Publisher from its Simple series. You can read here for further details.

Tamsoft made some excellent bangers like this game, Guardians Crusade, Earth Defense Force, and Battle Arena Toshinden. I wonder if they're still around.

They are. They make Senran Kagura and Neptunia spinoff games now mostly, as well as Japan-only fare like the pretty awesome Utawarerumono Zan 2 (MUCH better than the first one.... shame that's the one that got localized)
So yeah, they're still kicking around. They just don't deal in a much variety as they used to back in the Simple 2000 days

I thought this game was 3D from the thumbnail. Converting basic looking 3D models to 2D sprites with a heavy black outline just looks very cheap
