Cheeseburger soup In the instant pot

It's here! I'm doing tutorials on recipes I do I my instant pot.
Cheeseburger soup
1lb ground beef
5 chopped potatoes
3 large carrots, chopped
1 onion
4 cups chicken stock
1 Tablespoon garlic powder
2 tsp basil
1 Tablespoon parsley
1 block cream cheese
1/2 cup sour cream
1 cup milk
Salt & pepper to taste

Do u jus cut up the whole bag wen u buy them?
