Nothing to stop you from starting a bookkeeping business, as long as you register for MLR with HMRC. It's my understanding that you won't be allowed by ACCA to use their brand logo or associate your bookkeeping business with ACCA. Given what you say that you have not obtained the required 3 years' qualifying professional experience, they will not be your MLR supervisor. I would suggest you seek further clarity with ACCA on these points. All the best!
