@@thechemistamvs5033 true but remember, sasuke started feeling outclassed when naruto was able to face off orochimaru in the forest of death, later during the invasion of the leaf when naruto took over the fight with gaara and the two of them went big sasuke felt out of place, furthermore after the itachi incident sasuke out of spite challenged naruto and when both of their jutsus landed sasuke saw that naruto at that level was better than him, which prompted him to leave after his altercation with the sound 4.

It was outside the exam portions, Lee and Sasuke never stated the match would be lethal and Lee was using a forbidden technique. That's why Gai shows up and punches and berates Lee, his passion in challenging Sasuke jeopardized his future. The Leaf village only allows killing during the exam portions, when students were killed before the forest portion several anbu are sent to investigate who killed them and why. The Leaf allows killing of students during portions where students of different nations fight against each other so there is no chance of an international incident if a Shinobi dies. If Lee kills a younger shinobi from the same village outside the matches or forest of death portion he's done.

Ehh Kakashi and Guy both temporarily had enormous strength at the end of the series. Kakashi was able to keep up with Kaguya on his own and Guy could only seriously damage 6 Paths Madara with the help of Minato, Kakashi, and Gaara.

Just few points to proof how strong was Lee at Chunin Exams arc:
1. He can easily defeat Sasuke, even with sharingan (well.. not fully awakened sharingan tho).
2. He is the only one who can face-to-face with Gaara, something that even Sasuke or Neji can't do at that time.
3. Sasuke even copy some of Lee's move and use it several times in later episodes.
4. He can open up-to 5 inner gates at that age. Kakashi even told that Lee is a genius, he said that even the talented ninja was struggling to open only one gate.
Dont mess with a man that comes out of a turtle.

This episode was meant to show that good looks only attract Girls. A true Shinobi like Lee gives zero fucks about Sasuke's looks and beats the shit out of Sasuke in front of Sakura.
That's the definition of a Shinobi. Hard work, Dedication, Perseverance, Talent, and Passion. Rock Lee and Might Guy got all those at such a young age.
Also, it took hardly a moment for Sasuke to realize that Guy is faster than Kakashi even with his weights on.
