His idea wasn't exactly novel, the US Military funds maaany dudes that come up with wild ideas for weapons. A lot of those projects wind up getting shut down until later on, until new resources (materials, technology, etc) advances enough to allow them to work.
An example of this is the railgun, which is currently being halted until new technology gets invented to allow it to not self-destruct after its use.

Yeah, but a drone is slow and you can hear it from about 100m, that may give the target just enough time to jump into cover.
Drones are loud, slow, have a short range and aren't 100% effective. This strike needed to be exact and quick, with no chance of detection before impact.
Drones still have a higher chance of collateral damage, these are made for taking out a singular target with very low chances of collateral, we could also say that a 5 dollar bullet could have done the job also but that involves being much closer and stirs up more risk and requires an actual body to be there
