The fact that both these tools are available to anybody wanting to get into animation is pretty incredible when you look at what the landscape for an aspiring 2D animator was 20 years ago.
For sure! I started studying animation in 2003 and Softimage Toonz and XSI were the software taught in our school. Off course they had to teach the most expensive animation software at the time :D
Nowadays I happily teach Blender for both 3D and 2D in universities.

Grease pencil,
Depends on your taste, they are both good, try both and see what you like best
The one that match your workflow. Personally I prefer OpenToonz
Grease Pencil has a bit of everything and less bugs. Opentoonz is pretty good too and it's what I currently use, but it does take time to get familiar with.
opentoonz is easier.
"Intuitive" is such an overrated term. A plane cockpit is there to make sense for flying, not to be "figured out". Any highly powerful software with a few thousand options deserves to be learned. No free meal. But I agree that Blender always benefitted from a good introduction.
I use it since 2001 when the download was 2mb.
