taking photo from over head can cast a shadow over the paper.. i take my photos vertically and try my best to not have an angle shot but straight on and how i do that is i watch the edges of the paper and take the photo when all 4 edges look straight. then i crop the photo to remove the edges . my light comes from over head so the only way to not get a shadow is to take it vertically

after that, you can convert everything into a vector with Window - Image Trace. inside illustartor.
