You have to select the layer mask o the layer, then take the brush, and be sure the foreground color is black then remove the noises.

at the end you can add on top another adjustment layer and select solid color. apply color you want and change blending mode to one that fit you the best. Adjust the opacity and voila, colored pencil sketch

I tried this multiple times and never got as clean of an outline as you did. Mine is a mess. I think maybe the size, resolution of the original image has a big effect perhaps? I didn't here anything about that, but I'm working from a 40 yr old image trying to create a decent sketch of the face to use as a guide while I paint.
