original the 2nd film was suppose to start Clancy Brown reprising his role Sgt. Zim but do to other projects he declined and a new character (Captain V.J. Dax played by Richard Burgi ) was created!

If I remember correctly, the bugs don't actually pose a threat to the human race. The soldiers are sent out to prove their worth and dedication to the federation. And I'm sure there is a message about imperialism in there too. But that's based off the first film's ideology.
yeah, it was hinted in the very first movie, when the journalist explicity stated that the Arachnids were are aggressive because the humans invaded their system first, and that after all the casualties a "live and let live" politics would have been a better strategy. Unfortunately this happened just after the asteroid obliterated Buenos Aires and there's a kinda subtle hint that the Federation actually let the asteroid hit despite being absolutely capable of intercepting it because they wanted an excuse to wage war
