Mining cards nowadays are not sold to the public. The manufacturers usually sell to big farms in bulk.

Yes you can. In MSI afterburner, you can adjust overclock settings for every gpu by clicking the drop down icon where your gpu type is written.

GPU availability in my country is not an issue, pretty much every computer shop or online PC store have stocks. Pricing has also come down and some cards are close to MSRP.
