Wounding on minigun….. Each bullet gives bleeding effect. I’ve seen hp melt off enemies with this type of weapon. The worst combo is Medic’s Fatman launcher.
Wounding is easily one of the best legendary weapon effects in the game. I have a Wounding Pipe Rifle that I still keeo on me because .38 is so common and the Wounding effect is so OP.
The best part of wounding besides the stacking is there are no resists to the bleed, it works on all enemies and also is the only effect I know of that can kill sleeping turrets that can normally not be damaged.
Deadeye is basically infinite Jet without any downsides, definitely better than C. Defiant is pretty crap. Only decent on Double-Barrels which themselves are straight-up inferior to Combat Shotguns. Even on a Hunting Rifle that has 5 rounds by default, you're looking at a +20% DPS increase with Defiant and that's assuming you don't manually reload. Sneak attacks are not considered Critical Hits on their own so they don't proc Enraging. It has to either be a VATS Critical or an Overdrive proc. Enraging also has no level cap, so it can be used against the beefed-up enemies that level with you. Freezing is solid but doesn't work on anything larger than a Super Mutant. Hitman's should be lower. 10% is too low for a boost that doesn't apply to hipfiring or VATS. Hunter's is crap as it only affects stuff like Dogs, Brahmin or Radstags. Irradiated is OP against human enemies. Due to the way it works, it can completely bypass the healing ability of Legendary enemies and stacks really well with the Nuclear Physicist Perk. Junkie's should get a C at least. Yes, it requires a very specific setup but with 7 addictions, you're essentially getting Instigating on every shot. Lucky has no effect on Sneak attacks, unless it's a VATS or an Overdrive crit. Plasma Infused is better than Incendiary. The extra damage is increased by the weapon-specific Perks and Bloody Mess. Poisoner's is worse than Incendiary as it shares the same non-stacking effect but has a worse damage type and deals less damage over a longer period of time. Stalker's doesn't give a 100% VATS hit chance, it doubles the final chance (15% becomes 30%, 45% becomes 90%, etc...) If Quickdraw got an A, VATS-Enhanced should go to S. It's literally Quickdraw but does more.

I’ll also add an addendum to Two Shot: As people have stated before, it only gives shotguns one extra pellet, so it’s not that good on them. In addition, it doesn’t just “double” the gun’s damage; instead, it adds your modded weapon’s damage with its base damage, then splits the total in half for each bullet. So it’s significantly more effective if you use an automatic receiver on a semiauto gun, since your second bullet will still add on the semiauto damage.
Throwing in my two cents here. Irradiating (and the other Radiation type effects) aren't just "a little extra damage", they actively reduce the target's maximum HP. Which is really good against high level human enemies like Gunners, Trappers, and the Nuka-World Raiders. Especially if they're a legendary variant, as that's less health for them to recover when they mutate. Also, just like Kremvh's Tooth, Lorenzo's Artifact is a mod that you can take off and attach to another legendary Gamma Gun.
I was thinking the same thing. It's really hard to tell if Irradiated is working because it will make enemies health bars shrink faster, which sounds normal but isn't. You would basically need to time how long it takes enemies to die under fire, which might be why it doesn't seem very good.
Exactly. No matter how beefed up a human enemy is in terms of hit points, ten shots from the Gamma Gun are enough to kill them since they get their health reduced by 10% per hit. Ironically, weaker human enemies are much more resilient to a Gamma Gun. The lesser your Endurance, the more tankier you are against Gamma Guns.
Irradiated also increases with the nuclear physicist perk and tops out at 100 radiation damage per shot. It's a very strong perk for a .44 revolver and tears up enemies while preventing them from healing.
16:50 Kneecapper rolls per projectile, on a combat shotty or double barrel it has an extremely high proc rare, its useful for dealing with upgraded monster type enemies once the hp scaling starts to get funky in endgame. Definetly A.
Id wager it an S tier effect. All of the strongest enemies in the game outside of fat man users and power armor use melee only. Behemoths, deathclaw, hordes of high level glowing or festering ghouls, yao guai, rad scorpion, assaultrons, the effect works on flying insects, and is great for suiciders. This effect on an automatic weapon shotgun or flamer which you can purchase in Arcadia a melee weapon and a hazmat suit you can explore the glowing sea at a really low level fighting huge groups of the strongest enemies with ease. Some enemies don't even attack when crippled and it's a free win
Never Ending is S Tier on one weapon: Aeternus from Nukaworld is a Gatling Laser that has Infinite Ammo because of a bug on how Fusion Cores and this legendary effect interact.
It sometimes has infinite ammo Sometines ut turns whatever fusion cores in the weapon to have 1 /300 charge and then starts depleting the rest slowly One time i got in power armor after using jt just to hear the depleted noise several times in a,row
I commented the same thing there's no question and list is s tear., double barrel shotgun on anything. It just makes the gun ridiculously OP. Also sometimes makes the gun usable as opposed to unusable otherwise
Wounding also has the benefit that the timing of the ticks isn't impacted by being in VATS, it'll still apply in real time even during the slowdown. So you can apply however many stacks and just watch them bleed to death before they can even react
Duelist has a bug where it effects all attackers on hit. Blocking isn't necessary. And on Playstation it may even effect an enemy in your vicinity without even needing to hit them. It's definitely S tier for me on a disarm build. My favorite thing to do is to Blitz in, cancel my attack and steal their gun before they can pick it up.
Wounding unironically makes pipe weapons one of the best categories because of how easy it is to get a ridiculous rate of fire. The low base damage means nothing because you're only using the bullets as a bleed delivery mechanism. It's hilarious how fast a late game enemy can bleed out from an early game weapon.
Not to mention that if you also use that rifle damage perk it can be really good on non automatic pipe guns since even the ones without autos have a really good rate of fire. They’re also really light to excellent for early and late game.
there is a amazing interaction between bloodied and the children of atom perk from far harbor, combine that with the robes of atom chosen(which also accept balistic weave), not only you can get a immunity to rads, keeping your hp at a low for both damaga boosts, but its also bugged and when you reach that, the game considers your heavely irradiated hp bar as full and gives you your hp back, and keeping the immunity to rads from the robe and both damage boosts as long as you keep the outfit on, also survivors special from paladin brandis is a laser rifle with that legendary effect, its the only firearm that can have it as far as i know
the never ending laser musket is at the end for a reason that thing is like having a potable SSJ4 Goku Kamehameha. Its insane you just rack up cranks until you are satisfied with the damage going up by 20 + 20 + 20 + 20 + 20 + 20, etc
Knee capper is a direct counter to deathclaws. Pretty underrated in that regard. Also the two-shot legendary effect on a shotgun only adds a pellet, not an actual shell in the shot lol so it's technically a damage boost, but way too small to be considered a true upgrade.
So.... Me and some guys crunched the numbers on added damage effects and the list looked like this. 1: Explosive. This really doesn't need any explanation. baseline, explosive adds 15 aoe damage to each projectile... once you get all of the relevant perks, it's between 40 and 60 damger per projectile. explosive minigun and combat shotgun are, bar none, the strongest weapons in the game. 2. Furious. To my knowledge, this is only available on two ranged weapons in the game, but those guns trivialize everything after getting them so long as you can keep their magazines full. 3A. Irradiated. only applies to human foes, but anything with a fast fire rate and Irradiated is going to SHRED enemies 3B. Freezing. this one will be controversial. Freeze is better than it first appears because it's one of _TWO_ weapon effects with a _COMPLETELY UNRESISTED DAMAGE._ Bonus for the CC critical effect. IIRC, it also gets a slight boost from some weapon perks. 4. Wounding. the SECOND effect with unresisted damage. Bleed stacks can help mitigate damage loss from misses, but it still deals about 2/3rds as much as freezing does with no secondary effects. 5. Plasma infused. a small damage boost. adds a small amount of energy damage but energy is one of the most common resists in the game, thankfully gets boosted by several perks however. 6. incendiary. doesn't stack and it's considered energy IIRC. 7. poisoner's. absolute dogshit. less damage than incendiary, there are enemies that resist it, and it doesn't stack. literally just worse incendiary. side notes: Junkies' is the the only effect that can be completely _CRIPPLED_ by simply selecting perks. since the last levels of Party Boy/Girl and chem resistant remove the ability to become addicted (to booze and drugs respectively), they can make it impossible to power up the weapon. Lucky and Instigating share a niche for snipers, with the main difference being Instigating for realtime snipers and lucky for vats snipers Two shot is deceptive. The actual notation is P+1, _NOT_ P×2. This means a two shot shotgun fires 8 pellets instead of 14. still absolutely amazing on certain weapons (Overseer's Guardian is well loved for a reason). a Two Shot missile launcher is probably one of the strongest ACTUALLY RANGED weapons in the game (two shot mirv fatman doesn't count.) Violent is literally just worse Powerful. the enemy type specific effects are probably the strongest for their respective niches Kneecapper is great for a rapidfire weapon or shotgun. Statistically, you are going to proc every other shotgun blast. Charging syncs upmnicely with Ghoulish and Solar powered. with both at max level, you will heal STARTLINGLY fast. gimmick build, but still.
@@Itsabl_r it's on the wiki...? God fucking damn it. I did whole ass experiments with the minigun to find the best version that wasn't explosive. even calculated out the rough RPM for the various barrels (high powered barrel is basically garbage and that hurts my soul)
I really wish the Never Ending Laser Musket could have been a thing. Imagine shoving an absurd amount of cells into one shot and then you just fire an entire orbital strike from your gun. Impractical? Probably. Expensive? Maybe, though synths carry plenty of cells. Fun? Definitely.
Kneecapper is crazy good on any automatic weapon, including pipe machine guns. You are virtually guaranteed to cripple anything you shoot at, including Behemoths and Deathclaws. Minimum A-tier, but I would rate as S-tier.
I got a wounding combat shotgun early in my latest playthrough, it's like a cheat code, 3-4 blasts close up and the hp drains insanely fast off anything.
Deadeye - has some secret tech I've learned. If you swap off your Deadeye weapon fast enough, you can keep the effect for all your guns. You can turn it off by re-selecting your Deadeye weapon & using scope again. You can triple your jump length if you scope real quickly (only to proc slowdown) then sprint jump. Not the biggest help, but I've gotten to so many places & rooftops with this lol. Resolute on the otherhand, D for Dogwater, it's only good for reloading. Freezing w/ Overdrive - is probably my favorite experience in the game. Some enemies can't be frozen, but they will still slow down a little. Kneecapper - has to be engagement bait right? It procs no matter where on the body, you can down the strongest enemies in the game, then walk up & punch em to death, or stab em' with Pickmans like I do lol. Although some enemies can shoot while down, still a definite S-tier.
deadeye effect is S tier, it is very very useful for long range kills and even is close quarters you can ads quickly then hip fire while still having the slow down affect
Kneecapper is S tier. I use to not think much of it but after getting a gun with it on my last game, Kneecapper is OP. Thing with kneecapper is it takes out ALL of an enemies legs. You have a auto gun with Kneecapper, you pump a few shots into any animal or creature and that's it, they're done. Radscorpians, Fog Crawler's, etc are a whole lot less scary when they can't move. Humans can still fire guns back though. Still all in all, Kneecapper is OP as hell. Plus you don't need to shoot a enemy in the knees, just shoot them anywhere and it'll cripple all legs. I can't believe I overlooked Kneecapper for so many years, next time I do a run I'm 100% keeping these guys.
Wounding is actually super broken. It applies to all projectiles and you can apply infinite stacks of bleeding. Also bleed isn't affected by time dilation from VATS. If you shoot them and then hold down VATS they take the damage in 5 seconds of VATS time which means the damage gets applied in about 2 seconds of real time. The difference in time means that legendary enemies will bleed to death in VATS instead of regenerating.
Sentinel is also an armor effect so if you have a full set you are basically immortal. Also the game considers you as stationary during VATS even if VATS causes you to move (i.e. blitz)
Found an Instigating Laser Musket at a low level and then put on the Six Crank from the Castle armory and it basically one shots everything even at higher levels
Deadeye is the best overall effect. The kind of movement and Parkour tricks it lets you do make it incredibly useful. A game changer for melee; use it to quickly close the gap safely. Plus much more. If I could only have one effect, it’s Deadeye 💯
This is a great video! I use it all the time. I never realized you can get the same effect multiple times, though. I just picked up another two shot assault rifle... kinda crazy, lol
A lot of these perks can be more useful with Overdrive giving critical hits outside of VATS; also Sentinel is S-tier because it stacks with armor and a VATS/Blitz build.
My first legendary weapon was an explosive hunting rifle. While statistically, the effect was unimpressive, watching heads LITERALLY explode from sneaky snipes more than made up for it. New Vegas explosive anti-materiel rifle vibes.
I keep telling myself I ought to learn to mod. A really easy weapon to make would be a knockoff Ratslayer, by giving a Hunting Rifle the M4 Carbine effect. A 5.56 bolt-action with a faster rate of fire would be incredible in the mid game.
an unyeilding junkies build is amazing - the unyeilding offsets the down sides of most chems and you can get insane damage numbers- ive gotten like 6-10k dmg from a junkies gaus rifle
I think your insight as a non-VATS player is really interesting. I've always viewed some of these effects as useless, but I definetly need to revise these views. My playstyle is quite the opposite. I rely heavily on VATS. Hopefully, I can provide some insight based on my experience regarding some of these effects. But first, let me just underline what you already stated about the Wounding effect. You pointed out some of the weapon types where it really shines. Here are two more: Shotguns and Rippers. Fantastic! Here's one more: Rapid effect on a Gatling laser with Charging barrels upgrade... Yummy! So, on to one of my absolute favourite effects: Enraging While it doesn't do any extra damage by itself, the de-aggro you get from it is amazing. It works best on a 10mm pistol with advanced receiver and suppressor, and it also so happens that you can farm for one from the radroaches, in the tunnels under Concord as soon as you reach level 6. Combine it with Concentrated Fire, Critical Banker and Four Leaf Clover, and watch the mayhem from a safe distance. Once the effect wears off, the enemies are a bit more "tenderized", and are easier to kill. Or, just enrage them again! Very good effect, imo! And funny!
Two shot has consistently been one of my favorite effects. It is rarely the best effect for a specific situation and/or enemy, but it is a consistently good effect against a lot of things. It's flexibility is part of what makes the Overseer's Guardian so popular, You can get it early it stays effective for a long time. It also helps that the list of weapons it is good on is a lot longer than the weapons it is bad on.
Overseer's Guardian is one of my favorite weapons to main early - midgame. I recommend carrying the .308/.38/preferred .45 upgrade mods with you, as it allows you to swap ammunition across the commonwealth when in a pickle, making for a very savvy and scavvy playthrough. It also looks seggsy with a skin :^)

Two game changer combos: wounding combat shotgun, each shot bleeds for another 25 damage over a few seconds. This will drain vertibirds, mirelurk queens, anything The other is a kneecappers auto 10mm or sub machine gun. Getting those shots out faster = more hits that carry the chance to cripple
7:52 Overdrive - 25 % crit chance outside of VATS. Makes Freezing and Enraging absolute beasts on a pipe weapon as it becomes th perfect tool for crowd control and/or straight up trolling your enemies. ;)
furious. I love the splattercannon but I could never work out the increase per shot, but thanks to you and this video, I can now. And yes, you are correct, the damage output is insane.
I would love a never-ending laser musket where it treated literally ALL of your ammo as loaded and just blasted it in the one shot. Like euclid's C finder, you can only use it once in a while but oh boy does it deal damage.
Sentinel pairs well with the Blitz perk for a VATS melee attack as you count as standing still when you actually do the attacks in VATS. Since you get a lot of resistance in VATS by default it can really increase your survivability.
I have used the splatter cannon in a vats build and it works well, the problem is a vats build with the splattercannon will run out of AP, at least if you're unlucky on Grimreaper sprint resets. Relentless allows you to control the AP resets.
I've had two separate instances where I've gotten the automatic laser musket as a low level legendary drop from the nuka world legendary radroach in the gauntlet
"medic could be good on a rapid firing weapon like a tommy gun" ok, sure. but have you considered using a medic baseball bat to bonk your companions back to full hp?
I persobally have built up a few snipers with the Enraging Effect, snipe ONE guy at range and set the whole groups against itself, while you sit there and continue to take pot shots at them, while they deal with an enemy already up next to them💁🏼 A-Tier for me personally.
My top rankings: S Tier mods: Never Ending - put this on weapons with a high rate of fire or powerful weapons with a low ammo capacity Explosive - best on shotguns as the range is extended since the pelets will continue to travel until they hit something and explode, just don't use it up close. Also makes it much more of an area effect weapon Instigating - best used on high power long range weapons Powerful and Penetrating - both good for weapons that could use just a bit more punch to them A Tire mods: Two Shot - Good for higher power single shot weapons that are midto short range Relentless - Good for low / mid damage weapons (ranged or melee) that have a high ROF / attack speed VATS Enhanced - second choice for sniper weapons that have lower accuracy Rapid - Good for high ROF weapons with a high ammo capacity Troubleshooter - I typically use this on a high power sniper rifle or automatic rifle if I don't have Penetrating or Instigating mods yet B Tier mods: Violent - only good on powerful but slow firing weapons due to recoil Any other mod that increases damage by a % vs specific enemy types or adds additional elemental type damage Most everything else I ignore for the most part.
Kneecapper is better than crippling IMO for the simple reason that it doesn't require you to actually hit the target's leg or do any meaningful damage. I have crippled the mirelurk queen that attacks the Castle by shooting her in the torso with a kneecapper 10mm. It's S tier as a utility, something to kneecap a deathclaw so you can back off and hit it with your real damage-dealer.
Sentinal can stack with Warding on your armor. Combining both is 90% damage reduction which is insane. Want to make it even more insane? If you get ultra lucky and get a warding helmet, you are IMMUNE TO DAMAGE WHILE STANDING STILL. which is just broken.
I started a survival playthrough the other day and put points into gunslinger and immediately found an explosive double barrel shotgun. An I Win weapon
16:54 i am a huge fan of Laser weapons cause they make me feel futuristic. And then there are Radscorpions. I often break their legs before outright killing them
lol...i am playing an unarmed build right now and ooof was it a tough one to get off the ground, but once i got to 30 or so and got the furious power fist with the armor piercing mod along with the weighted upgrades on the arm armor that also increases AP rad scorpions, robots, deathclaws...basically anything with a large HP pool and DR.... turned into a joke...once i got blitz a few levels later i discovered i can 1 shot behemoths and even those massive warbots (blanking on their name) with a sneak charge...though the warbots required some careful prep for a while because they explode...
kneecapper is S tier for one simple reason - you dont have to aim at the legs...i had a 10mm pistol that i used to fight anything large...in that build i didnt use automatic weapons but even then i could instantly disable any monster or robot charging me
Plasma infused is affected by weapon specific perks (commando for automatic weapons for example) and bloddy mess so that 10 is misleading and usually it is way way more than that, way better than incendiary, it is like a more fair explosive perk.
Nimble has one quirk - you move faster ADS’ing than you do while overencumbered. Two shot is an extra shot of the base gun, not a double of what it currently has. Still amazing but not quite double damage. Does anyone know if damage from explosive scales off of the base weapon perk (e.g. commando)? I found an explosive Minigun on my sneaky sniper survival run and I figure it would be sad to not use it. If I can just boost explosives and not heavy guns without FOMO that’d be great.
Increasing Demolitions Expert perk will make the explosive do more damage as well as increase it's AOE effect. You can kill enemies around corners shooting the ground, or even though walls by using the radius of the explosion, it's pretty OP lol.
Two shot's notation is P+1 rather than the INFINITELY more powerful P×2. it's why it's fairly decent on the combat and assault rifles but garbage on any shotgun style weapon.
two shot can be more than double damage, overseer guardian is an amazing weapon but it has a big downside - combat rifle has automatic receivers much worse than other weapons. That means that every auto receiver besides powerfull lowers your damage, so two shot here does more than on other guns
I had an Irradiated Gatling Laser once, terrible on anything that wasnt human. But i used the perk that increases rad damage, every shot was doing like 100 rads. Legendary humans couldnt even regen health
Not using VATS in FO4 is wild. There are so many perk and weapon combos that make VATS extremely OP. You can wipe out entire rooms of enemies without taking any damage using VATS
That's generally been the Fallout experience. Fallout 4 has the best gunplay in the series by far, so I can understand people shying away from VATS this time around.
There is a version of never ending that is only on Aeternus/gatling lasers that just gives it unlimited ammo due to how fusion cores work as ammo. Specifically that version/weapon is really good. S+
In Fallout 4 I charge people shooting at me with melee weapons and shoot melee enemies. The AI block way too much so little to no fun. Deadeye is great in revolvers as you shoot twice or thrice in the same timelapse.
I kind of don't like using criticals in this game. Mostly because it's VATS based and requires a manual input which really takes away from the luck stat. The only way to bypass those things is by using the overdrive chem which makes it a lot more fun. So yeah, critical based legendary effects to me are C tier at best.
Not sure if this glitch is still around - Might have gotten fixed in the next gen update? - but Freezing could cause enemies to glitch when the cell resets. They'll respawn back in already frozen. Easy to kill again, but their bodies can't be looted either in this glitched state unless you blow off a limb.
Two Shot is just the worst, it sounds cool but, really: Point: 1) it adds a second shot, adding base damage, then split it over the 2 bullets. 2) How do you most effectively kill an enemy? With a headshot usually (it being double or more damage), okay: you aim for a headshot, one bullet hits despite the less accuracy, second bullet flies _over_ the head, congrabulations, you did less damage than a non-legendary weapon. 2a) You accept that you can not do headshots, you aim for a torso shot, if the enemy is close, you hit with both bullets, both bullets must defeat the enemy's damage reduction or energy resistance, and you do _less_ damage than a headshot with a non-legendary weapon, unless it is a Deathclaw, where the belly is the more vulnerable area. 3) on automatic weapons it does the same (see point 1), more than doubling the damage, however it also increases recoil to the point that you will miss with more than half the bullets usually. No matter how much recoil reduction you put on the weapon, unless maybe it is a pipe weapon, in which case it has no value after level 20 or so anyway. Two shot is only useful if you do not do VATS and always aim for torso shots, and do not mod the weapon to be automatic. I mean I guess you can do automatic if you want to shoot Deathclaws at 5 paces, or you just want to Spray and Pray Really Hard. In conclusion: Two Shot is just the worst! It is only Internet inertia making people think Two Shot is good.
If you get a two shot plasma rifle and mod it into a plasma thrower it’s one of the best close range guns. It basically hits twice as fast as a ripper because of two shot and for more damage each hit. Enemies melt in a second or two, it’s so much fun.
Why didn't they add medic for the syringer? Or have syringes that buffed your companions? Hell, you could even do something like +100 carry weight for two hours or something.

What happened to the prefix that has you never have to reload I believe it's endless is definitely a steer it's overly busted on the double barrel shotgun and some of the weapons that have low magazine size is also ridiculous.
Bloodied is good period, paired with all dmg perks, chems, and nerd rage as it is in 76, the same applies here. For reference, see Fudgemuppets' Frank Horrigan build :)

Tbf without mods you’re never gonna see Medic on any weapon, so having a Medic’s Fatman will be impossible vanilla (and without console commands).

Defiant is pretty crap. Only decent on Double-Barrels which themselves are straight-up inferior to Combat Shotguns. Even on a Hunting Rifle that has 5 rounds by default, you're looking at a +20% DPS increase with Defiant and that's assuming you don't manually reload.
Sneak attacks are not considered Critical Hits on their own so they don't proc Enraging. It has to either be a VATS Critical or an Overdrive proc. Enraging also has no level cap, so it can be used against the beefed-up enemies that level with you.
Freezing is solid but doesn't work on anything larger than a Super Mutant.
Hitman's should be lower. 10% is too low for a boost that doesn't apply to hipfiring or VATS.
Hunter's is crap as it only affects stuff like Dogs, Brahmin or Radstags.
Irradiated is OP against human enemies. Due to the way it works, it can completely bypass the healing ability of Legendary enemies and stacks really well with the Nuclear Physicist Perk.
Junkie's should get a C at least. Yes, it requires a very specific setup but with 7 addictions, you're essentially getting Instigating on every shot.
Lucky has no effect on Sneak attacks, unless it's a VATS or an Overdrive crit.
Plasma Infused is better than Incendiary. The extra damage is increased by the weapon-specific Perks and Bloody Mess.
Poisoner's is worse than Incendiary as it shares the same non-stacking effect but has a worse damage type and deals less damage over a longer period of time.
Stalker's doesn't give a 100% VATS hit chance, it doubles the final chance (15% becomes 30%, 45% becomes 90%, etc...)
If Quickdraw got an A, VATS-Enhanced should go to S. It's literally Quickdraw but does more.

It has infinite damage potential since there is no limit as too how many cranks you can perform before firing but I am sure this can be applied only via console commands.
I’ll also add an addendum to Two Shot: As people have stated before, it only gives shotguns one extra pellet, so it’s not that good on them. In addition, it doesn’t just “double” the gun’s damage; instead, it adds your modded weapon’s damage with its base damage, then splits the total in half for each bullet. So it’s significantly more effective if you use an automatic receiver on a semiauto gun, since your second bullet will still add on the semiauto damage.
Junkies is S tier. You can do more damage with every single shot than Instagating.

Throwing in my two cents here.
Irradiating (and the other Radiation type effects) aren't just "a little extra damage", they actively reduce the target's maximum HP. Which is really good against high level human enemies like Gunners, Trappers, and the Nuka-World Raiders. Especially if they're a legendary variant, as that's less health for them to recover when they mutate.
Also, just like Kremvh's Tooth, Lorenzo's Artifact is a mod that you can take off and attach to another legendary Gamma Gun.
I was thinking the same thing. It's really hard to tell if Irradiated is working because it will make enemies health bars shrink faster, which sounds normal but isn't. You would basically need to time how long it takes enemies to die under fire, which might be why it doesn't seem very good.
also if im not mistaken rad dmg doesnt just not affect ghouls and such, but actually heals them instead
Exactly. No matter how beefed up a human enemy is in terms of hit points, ten shots from the Gamma Gun are enough to kill them since they get their health reduced by 10% per hit.
Ironically, weaker human enemies are much more resilient to a Gamma Gun. The lesser your Endurance, the more tankier you are against Gamma Guns.
Irradiated also increases with the nuclear physicist perk and tops out at 100 radiation damage per shot. It's a very strong perk for a .44 revolver and tears up enemies while preventing them from healing.
16:50 Kneecapper rolls per projectile, on a combat shotty or double barrel it has an extremely high proc rare, its useful for dealing with upgraded monster type enemies once the hp scaling starts to get funky in endgame.

Id wager it an S tier effect. All of the strongest enemies in the game outside of fat man users and power armor use melee only. Behemoths, deathclaw, hordes of high level glowing or festering ghouls, yao guai, rad scorpion, assaultrons, the effect works on flying insects, and is great for suiciders. This effect on an automatic weapon shotgun or flamer which you can purchase in Arcadia a melee weapon and a hazmat suit you can explore the glowing sea at a really low level fighting huge groups of the strongest enemies with ease. Some enemies don't even attack when crippled and it's a free win
Never Ending is S Tier on one weapon: Aeternus from Nukaworld is a Gatling Laser that has Infinite Ammo because of a bug on how Fusion Cores and this legendary effect interact.
Idk if it's a glitch since it's named Eternal.

I commented the same thing there's no question and list is s tear., double barrel shotgun on anything. It just makes the gun ridiculously OP. Also sometimes makes the gun usable as opposed to unusable otherwise
Wounding also has the benefit that the timing of the ticks isn't impacted by being in VATS, it'll still apply in real time even during the slowdown. So you can apply however many stacks and just watch them bleed to death before they can even react
Duelist has a bug where it effects all attackers on hit.
Blocking isn't necessary.
And on Playstation it may even effect an enemy in your vicinity without even needing to hit them.
It's definitely S tier for me on a disarm build. My favorite thing to do is to Blitz in, cancel my attack and steal their gun before they can pick it up.
Wounding unironically makes pipe weapons one of the best categories because of how easy it is to get a ridiculous rate of fire. The low base damage means nothing because you're only using the bullets as a bleed delivery mechanism. It's hilarious how fast a late game enemy can bleed out from an early game weapon.
Not to mention that if you also use that rifle damage perk it can be really good on non automatic pipe guns since even the ones without autos have a really good rate of fire. They’re also really light to excellent for early and late game.
there is a amazing interaction between bloodied and the children of atom perk from far harbor, combine that with the robes of atom chosen(which also accept balistic weave), not only you can get a immunity to rads, keeping your hp at a low for both damaga boosts, but its also bugged and when you reach that, the game considers your heavely irradiated hp bar as full and gives you your hp back, and keeping the immunity to rads from the robe and both damage boosts as long as you keep the outfit on, also survivors special from paladin brandis is a laser rifle with that legendary effect, its the only firearm that can have it as far as i know
Creation Club has the Bloodied CR 74L that also has the bonus aim speed effect.
the never ending laser musket is at the end for a reason that thing is like having a potable SSJ4 Goku Kamehameha. Its insane you just rack up cranks until you are satisfied with the damage going up by 20 + 20 + 20 + 20 + 20 + 20, etc
Knee capper is a direct counter to deathclaws. Pretty underrated in that regard. Also the two-shot legendary effect on a shotgun only adds a pellet, not an actual shell in the shot lol so it's technically a damage boost, but way too small to be considered a true upgrade.

So.... Me and some guys crunched the numbers on added damage effects and the list looked like this.
1: Explosive. This really doesn't need any explanation. baseline, explosive adds 15 aoe damage to each projectile... once you get all of the relevant perks, it's between 40 and 60 damger per projectile. explosive minigun and combat shotgun are, bar none, the strongest weapons in the game.
2. Furious. To my knowledge, this is only available on two ranged weapons in the game, but those guns trivialize everything after getting them so long as you can keep their magazines full.
3A. Irradiated. only applies to human foes, but anything with a fast fire rate and Irradiated is going to SHRED enemies
3B. Freezing. this one will be controversial. Freeze is better than it first appears because it's one of _TWO_ weapon effects with a _COMPLETELY UNRESISTED DAMAGE._ Bonus for the CC critical effect. IIRC, it also gets a slight boost from some weapon perks.
4. Wounding. the SECOND effect with unresisted damage. Bleed stacks can help mitigate damage loss from misses, but it still deals about 2/3rds as much as freezing does with no secondary effects.
5. Plasma infused. a small damage boost. adds a small amount of energy damage but energy is one of the most common resists in the game, thankfully gets boosted by several perks however.
6. incendiary. doesn't stack and it's considered energy IIRC.
7. poisoner's. absolute dogshit. less damage than incendiary, there are enemies that resist it, and it doesn't stack. literally just worse incendiary.
side notes:
Junkies' is the the only effect that can be completely _CRIPPLED_ by simply selecting perks. since the last levels of Party Boy/Girl and chem resistant remove the ability to become addicted (to booze and drugs respectively), they can make it impossible to power up the weapon.
Lucky and Instigating share a niche for snipers, with the main difference being Instigating for realtime snipers and lucky for vats snipers
Two shot is deceptive. The actual notation is P+1, _NOT_ P×2. This means a two shot shotgun fires 8 pellets instead of 14. still absolutely amazing on certain weapons (Overseer's Guardian is well loved for a reason). a Two Shot missile launcher is probably one of the strongest ACTUALLY RANGED weapons in the game (two shot mirv fatman doesn't count.)
Violent is literally just worse Powerful.

Kneecapper is great for a rapidfire weapon or shotgun. Statistically, you are going to proc every other shotgun blast.
Charging syncs upmnicely with Ghoulish and Solar powered. with both at max level, you will heal STARTLINGLY fast. gimmick build, but still.

even calculated out the rough RPM for the various barrels (high powered barrel is basically garbage and that hurts my soul)
Junkies ends up doing more dmg than the explosive effect on every weapon beside the minigun that I believe it's bugged and does more dmg than intended
I really wish the Never Ending Laser Musket could have been a thing. Imagine shoving an absurd amount of cells into one shot and then you just fire an entire orbital strike from your gun. Impractical? Probably. Expensive? Maybe, though synths carry plenty of cells. Fun? Definitely.
Kneecapper is crazy good on any automatic weapon, including pipe machine guns. You are virtually guaranteed to cripple anything you shoot at, including Behemoths and Deathclaws.
Minimum A-tier, but I would rate as S-tier.
I got a wounding combat shotgun early in my latest playthrough, it's like a cheat code, 3-4 blasts close up and the hp drains insanely fast off anything.
Instigating on the Harpoon gun is a blast, Alan Lee sells on.
Deadeye - has some secret tech I've learned. If you swap off your Deadeye weapon fast enough, you can keep the effect for all your guns. You can turn it off by re-selecting your Deadeye weapon & using scope again. You can triple your jump length if you scope real quickly (only to proc slowdown) then sprint jump. Not the biggest help, but I've gotten to so many places & rooftops with this lol. Resolute on the otherhand, D for Dogwater, it's only good for reloading.
Freezing w/ Overdrive - is probably my favorite experience in the game. Some enemies can't be frozen, but they will still slow down a little.
Kneecapper - has to be engagement bait right? It procs no matter where on the body, you can down the strongest enemies in the game, then walk up & punch em to death, or stab em' with Pickmans like I do lol. Although some enemies can shoot while down, still a definite S-tier.
deadeye effect is S tier, it is very very useful for long range kills and even is close quarters you can ads quickly then hip fire while still having the slow down affect
Kneecapper is S tier. I use to not think much of it but after getting a gun with it on my last game, Kneecapper is OP.
Thing with kneecapper is it takes out ALL of an enemies legs. You have a auto gun with Kneecapper, you pump a few shots into any animal or creature and that's it, they're done. Radscorpians, Fog Crawler's, etc are a whole lot less scary when they can't move. Humans can still fire guns back though. Still all in all, Kneecapper is OP as hell.
Plus you don't need to shoot a enemy in the knees, just shoot them anywhere and it'll cripple all legs.
I can't believe I overlooked Kneecapper for so many years, next time I do a run I'm 100% keeping these guys.
Wounding is actually super broken. It applies to all projectiles and you can apply infinite stacks of bleeding. Also bleed isn't affected by time dilation from VATS. If you shoot them and then hold down VATS they take the damage in 5 seconds of VATS time which means the damage gets applied in about 2 seconds of real time. The difference in time means that legendary enemies will bleed to death in VATS instead of regenerating.
Enraging in 'D' is wild, such a fun perk and can be used practically in most builds

Sentinel is also an armor effect so if you have a full set you are basically immortal.
Also the game considers you as stationary during VATS even if VATS causes you to move (i.e. blitz)

Found an Instigating Laser Musket at a low level and then put on the Six Crank from the Castle armory and it basically one shots everything even at higher levels
Deadeye is the best overall effect. The kind of movement and Parkour tricks it lets you do make it incredibly useful. A game changer for melee; use it to quickly close the gap safely. Plus much more. If I could only have one effect, it’s Deadeye 💯

A lot of these perks can be more useful with Overdrive giving critical hits outside of VATS; also Sentinel is S-tier because it stacks with armor and a VATS/Blitz build.
Try overdrive, Bashing perk tree + Minigun with the small barrel and melee bayonets, insane and deletes.
My first legendary weapon was an explosive hunting rifle. While statistically, the effect was unimpressive, watching heads LITERALLY explode from sneaky snipes more than made up for it. New Vegas explosive anti-materiel rifle vibes.
I keep telling myself I ought to learn to mod. A really easy weapon to make would be a knockoff Ratslayer, by giving a Hunting Rifle the M4 Carbine effect. A 5.56 bolt-action with a faster rate of fire would be incredible in the mid game.

an unyeilding junkies build is amazing - the unyeilding offsets the down sides of most chems and you can get insane damage numbers- ive gotten like 6-10k dmg from a junkies gaus rifle

I think your insight as a non-VATS player is really interesting. I've always viewed some of these effects as useless, but I definetly need to revise these views. My playstyle is quite the opposite. I rely heavily on VATS. Hopefully, I can provide some insight based on my experience regarding some of these effects. But first, let me just underline what you already stated about the Wounding effect. You pointed out some of the weapon types where it really shines. Here are two more: Shotguns and Rippers. Fantastic! Here's one more: Rapid effect on a Gatling laser with Charging barrels upgrade... Yummy!
So, on to one of my absolute favourite effects: Enraging
While it doesn't do any extra damage by itself, the de-aggro you get from it is amazing. It works best on a 10mm pistol with advanced receiver and suppressor, and it also so happens that you can farm for one from the radroaches, in the tunnels under Concord as soon as you reach level 6. Combine it with Concentrated Fire, Critical Banker and Four Leaf Clover, and watch the mayhem from a safe distance. Once the effect wears off, the enemies are a bit more "tenderized", and are easier to kill. Or, just enrage them again! Very good effect, imo! And funny!
You can get Defiant on a fatman wich allways only has one single shot loaded.😁
Deadeye is S tier for scoped weapons even on a VATS build as at range it allows perfect headshots when VATS chance is abysmal
Two shot has consistently been one of my favorite effects. It is rarely the best effect for a specific situation and/or enemy, but it is a consistently good effect against a lot of things. It's flexibility is part of what makes the Overseer's Guardian so popular, You can get it early it stays effective for a long time. It also helps that the list of weapons it is good on is a lot longer than the weapons it is bad on.
Overseer's Guardian is one of my favorite weapons to main early - midgame.
I recommend carrying the .308/.38/preferred .45 upgrade mods with you, as it allows you to swap ammunition across the commonwealth when in a pickle, making for a very savvy and scavvy playthrough. It also looks seggsy with a skin :^)
two shot is not that good outside of auto weapons
Doesn't hurt that the combat rifle is incredibly versatile; you can basically make it fill any role you want.
I did indeed get a Ghoul slayer Gama gun one time. Straight to the scrap heap it went. My Instigating Minigun had the same fate.

Two game changer combos: wounding combat shotgun, each shot bleeds for another 25 damage over a few seconds. This will drain vertibirds, mirelurk queens, anything
The other is a kneecappers auto 10mm or sub machine gun. Getting those shots out faster = more hits that carry the chance to cripple
7:52 Overdrive - 25 % crit chance outside of VATS. Makes Freezing and Enraging absolute beasts on a pipe weapon as it becomes th perfect tool for crowd control and/or straight up trolling your enemies. ;)

I would love a never-ending laser musket where it treated literally ALL of your ammo as loaded and just blasted it in the one shot. Like euclid's C finder, you can only use it once in a while but oh boy does it deal damage.
I pulled an Instigating Missile Launcher. I used it in the recently added Enclave quest, taking down Hellfire soldiers in 1 hit feels so good.
I had a wounding 10mm. It quickly became my panic weapon. Basically big scary thing pops up, swap to the 10mm and ammo dump until it’s no longer scary
Sentinel pairs well with the Blitz perk for a VATS melee attack as you count as standing still when you actually do the attacks in VATS. Since you get a lot of resistance in VATS by default it can really increase your survivability.
Berserker is my favorite character and works great with my fixer and handmade. It's not only for melee.
Relentless is clear S tier.
For the love of God try a vats build.

I have used the splatter cannon in a vats build and it works well, the problem is a vats build with the splattercannon will run out of AP, at least if you're unlucky on Grimreaper sprint resets.
Relentless allows you to control the AP resets.

I persobally have built up a few snipers with the Enraging Effect, snipe ONE guy at range and set the whole groups against itself, while you sit there and continue to take pot shots at them, while they deal with an enemy already up next to them💁🏼

Never Ending - put this on weapons with a high rate of fire or powerful weapons with a low ammo capacity
Explosive - best on shotguns as the range is extended since the pelets will continue to travel until they hit something and explode, just don't use it up close. Also makes it much more of an area effect weapon
Instigating - best used on high power long range weapons
Powerful and Penetrating - both good for weapons that could use just a bit more punch to them
A Tire mods:
Two Shot - Good for higher power single shot weapons that are midto short range
Relentless - Good for low / mid damage weapons (ranged or melee) that have a high ROF / attack speed
VATS Enhanced - second choice for sniper weapons that have lower accuracy
Rapid - Good for high ROF weapons with a high ammo capacity
Troubleshooter - I typically use this on a high power sniper rifle or automatic rifle if I don't have Penetrating or Instigating mods yet
B Tier mods:
Violent - only good on powerful but slow firing weapons due to recoil
Any other mod that increases damage by a % vs specific enemy types or adds additional elemental type damage
Most everything else I ignore for the most part.
Staggering on the minigun is insane on a basher build

Kneecapper is better than crippling IMO for the simple reason that it doesn't require you to actually hit the target's leg or do any meaningful damage. I have crippled the mirelurk queen that attacks the Castle by shooting her in the torso with a kneecapper 10mm. It's S tier as a utility, something to kneecap a deathclaw so you can back off and hit it with your real damage-dealer.
One time I got a Freezing Flamer from a Legendary Forged raider. Because it's fire burns so hot that it made people ice cold.
Sentinal can stack with Warding on your armor. Combining both is 90% damage reduction which is insane. Want to make it even more insane? If you get ultra lucky and get a warding helmet, you are IMMUNE TO DAMAGE WHILE STANDING STILL. which is just broken.
I started a survival playthrough the other day and put points into gunslinger and immediately found an explosive double barrel shotgun. An I Win weapon
I picked up a Freezing ten mil, and my god is it good for a tiny little gun. Especially if it goes rapid fire, it does *crazy* damage.
Of note, I also managed to snag Lucky on Kellogg's .44. So that's been a permanent part of my arsenal

lol...i am playing an unarmed build right now and ooof was it a tough one to get off the ground, but once i got to 30 or so and got the furious power fist with the armor piercing mod along with the weighted upgrades on the arm armor that also increases AP rad scorpions, robots, deathclaws...basically anything with a large HP pool and DR.... turned into a joke...once i got blitz a few levels later i discovered i can 1 shot behemoths and even those massive warbots (blanking on their name) with a sneak charge...though the warbots required some careful prep for a while because they explode...
kneecapper is S tier for one simple reason - you dont have to aim at the legs...i had a 10mm pistol that i used to fight anything large...in that build i didnt use automatic weapons but even then i could instantly disable any monster or robot charging me
Plasma infused is affected by weapon specific perks (commando for automatic weapons for example) and bloddy mess so that 10 is misleading and usually it is way way more than that, way better than incendiary, it is like a more fair explosive perk.

junkie is very good, while generally inferior to twoshot, explosive and wounding it can dish out crazy numbers
On any single shot weapon it is superior to all of those effects.
Nimble has one quirk - you move faster ADS’ing than you do while overencumbered.
Two shot is an extra shot of the base gun, not a double of what it currently has. Still amazing but not quite double damage.
Does anyone know if damage from explosive scales off of the base weapon perk (e.g. commando)? I found an explosive Minigun on my sneaky sniper survival run and I figure it would be sad to not use it. If I can just boost explosives and not heavy guns without FOMO that’d be great.
Increasing Demolitions Expert perk will make the explosive do more damage as well as increase it's AOE effect. You can kill enemies around corners shooting the ground, or even though walls by using the radius of the explosion, it's pretty OP lol.
Two shot's notation is P+1 rather than the INFINITELY more powerful P×2. it's why it's fairly decent on the combat and assault rifles but garbage on any shotgun style weapon.
No, Explosive merely uses its coordinating perk, additive unto the former weapons subsequent dmg.
two shot can be more than double damage, overseer guardian is an amazing weapon but it has a big downside - combat rifle has automatic receivers much worse than other weapons. That means that every auto receiver besides powerfull lowers your damage, so two shot here does more than on other guns
Two shot originally did do double damage but the effect got nerfed because overseer's guardian is so easy to get early game.
The only way to make a ghoul slayer gamma gun useful is to give it Lorenzo's artifact so it doesn't do radiation damage anymore
I had an Irradiated Gatling Laser once, terrible on anything that wasnt human. But i used the perk that increases rad damage, every shot was doing like 100 rads. Legendary humans couldnt even regen health

Not using VATS in FO4 is wild. There are so many perk and weapon combos that make VATS extremely OP. You can wipe out entire rooms of enemies without taking any damage using VATS
That's generally been the Fallout experience. Fallout 4 has the best gunplay in the series by far, so I can understand people shying away from VATS this time around.

There is a version of never ending that is only on Aeternus/gatling lasers that just gives it unlimited ammo due to how fusion cores work as ammo.
Specifically that version/weapon is really good. S+

In Fallout 4 I charge people shooting at me with melee weapons and shoot melee enemies. The AI block way too much so little to no fun.
Deadeye is great in revolvers as you shoot twice or thrice in the same timelapse.

I kind of don't like using criticals in this game. Mostly because it's VATS based and requires a manual input which really takes away from the luck stat. The only way to bypass those things is by using the overdrive chem which makes it a lot more fun. So yeah, critical based legendary effects to me are C tier at best.
Got a staggering gatling laser on my first playthrough. Absolutely, trivialized the game.
kneecapper against melee is S-tier but overall I agree with you. I recently got some boxing gloves with kneecapper on them. using them was so funny.
An end game sneak melee bloodied build with Nerd Rage can do more damage than a MIRV launcher.
Nimble can let you move much quicker while still sneaking.
it is worth noting that two shot isnt effected by mods meaning late game it is better to look for something better
Not sure if this glitch is still around - Might have gotten fixed in the next gen update? - but Freezing could cause enemies to glitch when the cell resets. They'll respawn back in already frozen.
Easy to kill again, but their bodies can't be looted either in this glitched state unless you blow off a limb.
Ngl I would move trouble shooter down to c tier because robots really aren’t that common in the base game
Ghoul slayers gamma gun can work if you have Lorenzo's artifact
Assassin is good, Mutant slayer is good too. Great for melting behemoths.
Any melee weapon that gets the ability to add bleed dmg kinda already has a legendary effect
Wrong for the Ghoul's Slayer Gamma Gun, you need only the Lorenzo artifact and it does INSANE damage to Ghouls. I.e. 1 shots most :) yw
Two Shot is just the worst, it sounds cool but, really:
Point:
1) it adds a second shot, adding base damage, then split it over the 2 bullets.
2) How do you most effectively kill an enemy? With a headshot usually (it being double or more damage), okay: you aim for a headshot, one bullet hits despite the less accuracy, second bullet flies _over_ the head, congrabulations, you did less damage than a non-legendary weapon.
2a) You accept that you can not do headshots, you aim for a torso shot, if the enemy is close, you hit with both bullets, both bullets must defeat the enemy's damage reduction or energy resistance, and you do _less_ damage than a headshot with a non-legendary weapon, unless it is a Deathclaw, where the belly is the more vulnerable area.
3) on automatic weapons it does the same (see point 1), more than doubling the damage, however it also increases recoil to the point that you will miss with more than half the bullets usually. No matter how much recoil reduction you put on the weapon, unless maybe it is a pipe weapon, in which case it has no value after level 20 or so anyway.
Two shot is only useful if you do not do VATS and always aim for torso shots, and do not mod the weapon to be automatic.
I mean I guess you can do automatic if you want to shoot Deathclaws at 5 paces, or you just want to Spray and Pray Really Hard.
In conclusion: Two Shot is just the worst!
It is only Internet inertia making people think Two Shot is good.
If you get a two shot plasma rifle and mod it into a plasma thrower it’s one of the best close range guns. It basically hits twice as fast as a ripper because of two shot and for more damage each hit. Enemies melt in a second or two, it’s so much fun.

Why didn't they add medic for the syringer? Or have syringes that buffed your companions? Hell, you could even do something like +100 carry weight for two hours or something.
Nimble is actually decent. You can move rapidly while still shooting accurately.
If you like that, the CR-47L has both Bloodied and Nimble :)
cavalier: I think you can get it on every armour piece and that's a lot of protection. I agree with your rating though. edit: just realised your doing weapons, not armour, lol

Rapid gatling laser with Charging Barrels is one of the deadliest weapons in the game due to the way how fire rate is calculated.
What happened to the prefix that has you never have to reload I believe it's endless is definitely a steer it's overly busted on the double barrel shotgun and some of the weapons that have low magazine size is also ridiculous.
wait. why have i never thought about selling my chems other than running them to the Fiends then killing them all?
