To say he's reloading would be to say he unloaded that gun first cause if not he'd say he's loading it now. No one else had a clue what was going on in the store., the man was surprised the police is there which are all signs that should have made him wonder why would he be surprised, why didn't anyone else hear an "assault rifle"? the cop with him was scary and trigger happy. He didn't give him multiple commands, he just shot off, twice too and then cuffed him while he was down which hes a corpse at this point. It was poor handling by the police but the caller should be charged with the very least of making a false police report which technically he called in a terroristic threat, a mass shooter is a terrorist and this man stood on the phone to keep giving updates and the updates were dead wrong and the police didnt even bother to investigate it, they shot first.

This is a really tragic case. I would normally agree with you that the victims race came into play when the cop decided to shoot.
But under these circumstances I think no matter what race the person holding the gun was that they would have been shot.
I can’t believe that ANYONE, in this day and age, would think that they could take an air soft weapon out of the packaging and CARRY it while pursuing the isles of Walmart and not appear as a threat.
And certainly not a black man. All of my friends are black or mixed race. All of them live in fear of something like this happening to one of their kids. Especially sons.
They drill into their heads how to act and respond to the police. I usually side with the victim when it comes to police shootings/ brutality.
But in this case fault can be placed on everyone including the victim. He was in Walmart carrying a gun and when approached by the police and ordered to drop the weapon he didn’t???
This whole case is tragic and terrifying. I’m sure everyone involved including the shoppers must suffer from some sort of trauma/mental issues because of this.
I’m not writing this because I’m victim blaming. I’m writing it because I don’t want to attend a funeral for a situation like this.

They had info that it was a real gun, and the idiot that called 911 said he heard (did NOT see) the noise of a magazine going into the gun and a slide racking. On the video, you can see a lady with kids walking past the "armed man" without a care in the world. It is 100% the callers fault. He stands feet from the "gunman" but is never shot, nor is the gun pointed at him.
Like the officer said, everything has changed since columbine they no longer make a game plan, and depending on the PD staff, they might not have the manpower to stop & look at cameras. They have to engage immediately.

I would say Walmart has a comparable amount of culpability as the 911 caller in this situation for multiple reasons
    1) they left an unboxed realistic looking toy gun unboxed on a shelf
