Also do we have to present the college permission letter before or after if we get selected. If anyone could help me with this, it's highly appreciated. Thank you
You can't apply for the technical student program, if you have graduated but you can apply for origin program after graduation. Apart from recommendation letter, you need to submit permission letter for student program, not for origin.

Yes, you can apply for it.
Please check with HOD or other contacts in your college for LOR(letter of recommendation)
