I'm pretty sure Akala could go toe-to-toe with any of the American rap legends. Just because he's not world famous means nothing, that's to do with the US rap industry itself having the bigger spotlights shone on it. In terms of raw talent Akala is easily up there with any US legend.
It's kinda hard to say, most of the US greats have lost their competitive edge due to making millions.. but 90's Nas, Jay, Snoop, Cube and so forth were beasts :) But I feel what you're saying Akala is sooooo slept on. Simply because of his message he is shunned by the corporate music industry.
Well the UK grime music is very different than most American rap. Grime is similar to people like Tech n9ne and his chopping style, which is all about fast flows and lyrical skill on the mic. Akala possibly can go toe to toe but it's difficult to say.

Stormzy is snot compared to akala. Simple as. His bars are weak as hell and his flow is average.
This guy is beyond knowledgable... he makes sense everytime I hear him flow or in inteview! Unreal intellect and under rated imo, He could be a genuine force of activation in the UK, and I really like that he refuses to sell out!
