Nah, he’s intentionally taken advantage of his reputation a few times. Against the Monster Executives he was bluffing a bit to keep them on the back foot, for example. He’s also lured the Centipede monster to Saitama to get one punched. He definitely uses it to his advantage when he can. It also a detriment at other times. Like when he wanted to get trained so he could be strong and everyone was terrified of him.

Reason I say that is because if he had a hero's mental side, then he would always remain calm, or at the very least be able to make great calls. None of his calls are actually that great, it just works out in his favor. However, him having "hero's spirit" kinda makes sense since he constantly has those close calls, and he's constantly doing desperate things that end up working.

I think because he knows the higher tier ones won’t actually beat him down. But he saw how pissed King was. He wasn’t going to try anything against the “strongest man on earth” if it meant he’d be a stain on the ground.
I think king actually does have a secret ability that Ill refer to as 'kings influence': Basically, the ability to, sometimes unintentionally, influence the events around him. Even if he isn't the one actually doing anything, his mere presence alters what happens around him to work in his favor. The biggest weakness of this ability is someone who can see past it. if someone is able to see that king cant do much on his own, they can probably overwhelm him easily, but the sheer levels of intimidation makes it hard for most people to see past it.
This proved garou is a real one, he acknowledged he lost, so instead of of beating the crap out of them, he just took it. And he never meant to hurt people.
King is probably one of the best written anime character of all time IMO The one who wins without hurting anyone but somehow everyone is freaking afraid of him.
It's a relief that the first one to reach garou is the tank tops and not amai mask because knowing amai mask he would do the same thing that he did to boros' pawns and it's also thanks to tareo for cancelling amai mask's attack
A perfect example of King being a hero by taking advantage of other heroes' respect for him! He may not be as physically strong as Saitama, but his reputation and bluffing skills really help him be a hero when it counts as he managed to convince the other heroes to stop indulging in unheroic petty revenge on Garou!
I know it's clearly shown plenty of times. But the fact that even Amai Mask won't speak against King shows just how much respect the other heroes have for him.
I bet you 20 bucks if King had the monstrous strength he's known for, he would have pacified those heroes himself. That wasn't the scared King Engine. That's a pissed off King Engine right there.
