Why wouldn't you apply a LUT first to get the proper contrast and saturation? Doesn't increasing contrast slider make your highlights and and shadows have less dynamic range or less gradient ?

Needs to be converted to Rec709

Correct. Adding the proper LUT is step 1. You are going to get less than optimal results without it.

Should you not interoperate the footage in adobe first? Or put a correction LUT on? Seems odd to crank the contrast to 100

Need to convert to rec709 first using an adjustment layer but color grade under (because premiere is layer based) that layer.
