A block in the terms of creativity is basically a point where someone's motivations, creations and work feel uninspired from the perspective of the creator itself. I once had this when I started to question why was I even drawing. Although I can still draw good, my creativity took a hit because of my doubts.
Maybe it's not that complicated. You can read the window position in the code just a easily as you read the mouse position in "normal" games. So you detect when it changes and move the world in the opposite direction, then calculate the collision with the character (Box2D can do that, for example). I've never tried that though, so I could be wrong.
No. It is not complicated. If you use WinForms then you could capture the screen and simulate transparency. It's trivial to read the position of the Forms. WPF allows more tricks and it allows transparency.
Its pretty easy. I had a similar concept a few years ago with a ludlum dare game jam. The view of the room (window size) increased as you explored the game. The only annoying thing was to account for multi-monitor setups.

Meanwhile, AAA companies can’t figure out how to make a game go into borderless windowed mode without nearly crashing the game and taking 7 years to load. Well done.

The amount of creativity in this indie games is astounding. There is so much potential in video games yet untapped, but AAA game developers seem to be stuck in the same type of games over and over.
Oh god this game is ADORABLE! It's so cute and seems so fresh and amazing I want a sequel god dammit! Also it needs guns (cuz why the fuck not XD) and more levels The creator should experiment with this kind of gameplay even more! (Even though, it might be a hell of a time to program now that I think about it...)
not bad, reminds me a lot of "Windowframe" also you know you can disable the useless searchbar, right? just rightclick the taskbar -> cortana -> first option. you can still search like normal by just opening the start menu and typing into that directly. same exact function, it just doesn't waste any space on the taskbar also it would've been really useful to see the cursor
