Oh, for sure! My hips are two sizes bigger than my waist. For this pattern, you just have to choose your size according to your hips measurement, since the waistband has elastic all around. Fit the elastic around your waist, and it's perfect!

What material are the blue shorts made of? I love how those ones look.
It's called Tencel. It's supposed to look like a lightweight denim. But usually doesn't wrinkle as much and has a bit of sheen to it.
