I do like that, the show does state that BOS are using Power Armour that is defective, this has always been a known secret in the earlier Fallouts. Worse, if you played Fallout 2, you can learn they are not even using the Power Armour correctly (They know how to put it on, but lost the knowledge on how to use it fully). This is why the Enclave was so feared by them in Fallout 2. Because the Enclave did know how to use them correctly and had solved the defective area of the Power Armour. Now, to be fair, Bethesda changed some of the lore in Fallout 3 and 4. Hint: This is the true reason fusion cores drain so quickly in power armour lore, because nobody knows how to fully use it.

It could be that the Enclave are trying to save Chicago. People assume the Enclave is evil, they are not really, they only want to restore USA and World as it was before Fallout. However, to do this they have to kill many beings that came from Fallout nukes. Not all Enclave are evil, they have a motive to save, society. The BOS by time of show are now the evil group as they have fully become nothing more than a religious cult that kills anyone that gets in way of their goals. They did fight a war with NCR during and after New Vegas. This is why BOS in New Vegas is in trouble because the NCR was winning the war back in California. By time of show, it appears they had been forced to end war. NCR was likely spilt into smaller groups of states and BOS were to point of going full-blown religious cult. I shall be curious how they both fared in next season of show, as NCR was in trouble (They had stopped getting funding and troops) as were the BOS in New Vegas (They had lost touch with West Coast) before the show.
